US senators are working through the weekend for the first time since the federal closure began more than a month ago, but hopes for a bipartisan agreement on how to end the impasse appeared to recede as Republican senators proposed a plan toxic to Democrats: eliminating the ACA, known as Obamacare.
Growing Consequences of Federal Closure
The impact on US citizens from the longest closure of the US government in history deepened on Saturday, as federal workers went unpaid, airlines were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for forty-two million Americans.
President's Plan from Florida Resort
As Saturday's meeting got started, GOP senators welcomed a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by health savings accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Support
Several Republican senators welcomed the plan, which is comparable with a alternative for Obamacare proposed in 2017.
"We will replace this failing program with something that is truly better for the consumer," one senator stated.
Another senator praised Trump's suggestion on online platforms, and displayed a giant blow-up of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator posted in reply to Trump's suggestion. "We need to stop public funds from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."
Democratic Response
Opposition senators expressed concerned reactions to Trump's proposal.
"In other words, Donald Trump's 'proposal' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been defeated by voters and Congress."
Another senator responded to the criticism of insurance companies by posting: "Well, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Really? Then I welcome your support for universal healthcare."
Continuing Talks
The Senate adjourned without reaching a solution, but Senate Republican leaders have signaled an willingness to an developing plan from a handful of moderate Democrats to terminate the closure in exchange for a future vote on the Obamacare payments.
One Democratic senator, who is leading the negotiations among centrists, said that Democrats "need another way ahead" after Republicans rejected an offer to reopen the government and extend the payments for a year.
Another senior Democratic lawmaker persisted in maintaining that Republicans should accept a one-year extension of the subsidies before discussing the long-term of the subsidies.
"Inaction is irresponsible because citizens will go into debt, people will become uninsured, people will get sicker," the senator stated in a Senate address. "That's what will happen if this Congress fails to act."
Political Dynamics
None of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same insurance companies, or that Republican legislators need the backing of several Democrats to reopen the government, and the concept of eliminating and replacing Obamacare with savings accounts is unlikely to earn a single Democratic vote.
Several analysts indicated that the core of such a plan would remove the ACA's requirement that insurance companies cover individuals with pre-existing conditions.
After his golf outing, Trump went back to his residence and doubled down on his demand that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a version of the proposal that failed to garner enough support in 2017.
